Watering well under Jersey's supply realities

Jersey's water comes from rain that falls on 117 square kilometres of island. The summer of 2022 showed what happens when it doesn't, and what responsible irrigation looks like afterwards.

Jersey's fresh water begins and ends with the rain that falls on the Island itself. There is no river from elsewhere, no mainland interconnection: just 117 square kilometres of catchment, a handful of reservoirs, and a desalination plant held in reserve for the years when the sky doesn't cooperate.

In most years this works quietly. The bulk of Jersey's rain arrives between autumn and early spring on the prevailing westerlies; the reservoirs fill over winter and are drawn down through the growing season. The system is sized for ordinary weather, and ordinary weather is what it usually gets.

What 2022 taught the Island

The summer of 2022 was not ordinary weather. Jersey recorded its highest temperature on record, and twice that summer the Island passed the formal threshold of an "absolute drought", more than a fortnight without meaningful rain. By late August, with reservoir levels around two-thirds of capacity and falling, Jersey Water introduced a hosepipe ban: no garden watering, no sprinklers, no hosing the car, with fines of up to £2,000 for breaches. The desalination plant ran daily for months, producing roughly half the Island's water at a cost of thousands of pounds a day, and the ban held until November rain finally refilled the reservoirs.

Two details from that summer are worth remembering if you keep a garden in Jersey.

The first is how much of the pressure came from gardens. Peak demand on the hottest days reached well beyond normal consumption, and when the restrictions landed, Island-wide water use dropped by around a tenth almost overnight, most of that being discretionary outdoor use. Garden watering is not a rounding error in Jersey's water balance; in a dry summer it is one of the levers that decides whether restrictions arrive.

The second is that the restrictions applied to mains water. Water drawn from a private borehole, or rain harvested into storage, remained legal to use through a hosepipe even at the height of the ban. The rules were never really about hosepipes; they were about where the water came from.

What watering well actually means here

The lesson is not "don't water". A fine lawn in a Jersey summer needs water, and an established garden represents years of investment that a single drought can set back badly. The lesson is that the era of watering on a timer (the same minutes, the same days, whatever the soil and sky are doing) sits uneasily with the realities of an island supply.

Watering well in Jersey means three things:

Water on evidence, not habit. The soil itself can tell you whether it needs water. Moisture sensors at root depth remove the guesswork that makes timer-based systems overwater by default, because the cost of underwatering is visible (a browning lawn) and the cost of overwatering is not, until the reservoir graphs say otherwise.

Water when it counts. Early-morning watering, before the day's heat and wind, puts more of every litre into the root zone and less into the air. Evening and midday watering on exposed Jersey lawns can lose a startling share to evaporation before it ever reaches a root.

Keep an account. When every watering run is recorded (how long, how much, what the soil did in response), a garden can demonstrate restraint rather than merely claim it. If restrictions return, the gardens that can show they water precisely will be in a very different conversation from those that cannot.
